Strengthening the investment attractiveness of the West Pomeranian Voivodeship through comprehensive preparation of the areas of the High Technologies Industrial Park in Stargard – stage II

A partnership project of the City of Stargard and Municipal Public Utilities Company Sp. z o.o. in Stargard, implemented under the Regional Operational Program of the West Pomeranian Voivodeship 2014-2020, Priority Axis I Economy, innovations, modern technologies, Measure 1.11 Creation and expansion of infrastructure for economic development as part of the ZIT Strategy for the Szczecin Metropolitan Area in accordance with the project co-financing agreement no. RPZP.01.11.00-32-0001/19-00 of January 29, 2020.

Construction works – storm sewerage

  1. Reinforced concrete rainwater channel with a rectangular cross-section – approx. ~840 m,
  2. Reinforced concrete rainwater channel with a circular cross-section of approx. 5,500 m,
  3. Rainwater channel made of PP and PVC pipes, approx. ~500 m,
  4. Concrete inspection chambers, approx. ~220 pcs.

Construction works – water supply network and sanitary sewage network

The project focuses on activities that increase the attractiveness and accessibility of investment zones in the SOM.

The STRATEGIC GOAL is to create better conditions for the development of SMEs by increasing the attractiveness and accessibility of investment zones in SOM.

Increasing the investment attractiveness and accessibility of the Modern Technologies Industrial Park in Stargard. Achieving the above goals will be supported by the implementation of specific objectives:

  • Improving the accessibility of industrial areas of the Stargard Municipality (PPNT) for investors, employees and contractors,
  • Improving the accessibility and safety level of industrial areas of the Municipality of Stargard (PPNT) as part of local traffic.

Product indicators:

  • Area of ​​prepared investment areas: 20.01 ha

Outcome indicators:

  • Number of investments located on prepared investment areas: 12 pcs.
  • Value of investments located on prepared areas: PLN 8 million.
  • Economic, including: greater interest in the offer of plots for sale in the PPNT by new investors and the resulting faster increase in the commune’s income
  • social, including: adapting the internal infrastructure of the PPNT to the needs of disabled people and people with limited mobility,
  • environmental, including: increasing the environmental awareness of end beneficiaries by promoting alternative means of transport.

Final recipients

The ultimate recipients of the support provided under this project are micro, small, and medium-sized enterprises. Implementation of the project will lead to benefits felt by end beneficiaries and key stakeholders, including:

Including micro, small and medium-sized enterprises interested in investing within the PPNT:

  • future potential investors will gain direct access to functional, publicly available communication infrastructure, enabling safe vehicular traffic within the Park;
  • future potential investors will gain direct access to functional, publicly available technical infrastructure, allowing for the proper development of plots intended for investment;
  • creation of communication and technical infrastructure, including one adapted to the needs of disabled and mobility-restricted people, which will have a positive impact on the quality of services provided, their social reception and will increase employment opportunities in this area.

Employees of the PPNT and residents of the Stargard Municipality:

  • the creation of sidewalks and pedestrian and bicycle paths, along with access to bus stops, will increase the level of safety for all road users in the zone;
  • the creation of pedestrian and bicycle routes will encourage the use of alternative means of transport and commuting to work;
  • The creation of technical and communication infrastructure adapted to the needs of disabled and mobility-restricted people will increase interest in taking up employment in entities operating in the PPNT and will lead to increased professional mobility of the commune’s residents.
  • supplementing the internal infrastructure (communication and technical) of the PPNT will enable more effective acquisition of new investors to the zone;
  • the creation of the indicated infrastructure elements will allow for a fuller use of the effects of already implemented projects, related to the construction of e.g. supporting and access roads, or pedestrian and bicycle paths;
  • The accelerated inflow of new business entities from the micro and SME sector to the PPNT and the development of enterprises already operating here will improve the socio-economic situation of the Commune and the SOM.

Additional information

The infrastructure created as a result of the project (internal roads, utilities) will make the PPNT in Stargard an attractive investment zone for locating new business investments, which will facilitate the creation of new, attractive jobs.

The entity managing the investment area is the local government, which uses comprehensive instruments to acquire new business investments in the SOM:

  • Stargard is taking steps to increase the city’s investment attractiveness by creating a favorable climate for doing business in its area. Thanks to investments in road and water and sewage infrastructure, the areas offered to entrepreneurs are ready to accommodate new production plants.
  • Thanks to the regional aid program and cooperation with the Kostrzyn-Słubice Special Economic Zone, entrepreneurs locating investment projects in Stargard can count on favorable tax exemptions.
    – The District Employment Office in Stargard offers employers the opportunity to take advantage of labor market instruments that ensure favorable conditions of employment and employee training.
  • Each potential investor receives individual support in contacts with local institutions and a number of other facilities.

The project will directly impact the development of the socio-economic situation of the region and the entire SOM area by:

  • supplementing the internal infrastructure (communication and technical) of the PPNT,
  • attracting new investors to the zone,
  • focusing on economic sectors with high development potential that may become or are already the smart specialization of the region,
  • positive impact on the labor market,
  • synergy effect with similar activities in the SOM area.

The project involves the development of the existing investment zone by developing another part of the Modern Technologies Industrial Park in Stargard by 2021, in an area that is degraded and requires revitalization, in order to create better conditions for the development of enterprises from the SME sector. The Stargard bypass runs along national road no. 10, just 5 kilometers from the Modern Technologies Industrial Park.

Thanks to two lanes in both directions, road no. 10 provides excellent communication westwards with the port of Szczecin and via the A6 motorway with the western border of Poland, and eastwards towards Bydgoszcz with the national road network. Railway line 411 is also nearby. PPNT covers degraded areas requiring significant revitalization.

In order for them to become attractive to future investors, they must be appropriately equipped. The implementation of the project will contribute to increasing the availability of areas offering conditions for conducting business activities, primarily in the SME sector. Comprehensive development of 20.01 ha of the Park area will strengthen the preparation of the area for investments, increase the accessibility and connectivity of the zone. Increasing the number of developed investment areas in Stargard will help attract new investors, who in turn will employ workers. This will reduce the unemployment rate, stop the outflow of people to other cities to look for work, and increase wage levels.

The location of new enterprises or the expansion of existing ones will translate into increased revenues for the budget of the Municipality of Stargard and will also affect the financial situation of residents who will find employment as part of the completed investments.
